Do I Need to Hire a CalGreen Consultant?

The answer is no – and yes.

We’ll be the first to admit the State of California has created a lot of confusion over the California Green Building Code. The various names for it are confusing, the code layout is confusing, the Tiers are confusing – and what exactly does the CalGreen Special Inspector do?

    Clearing the CalGreen fog of confusion

No, you don’t necessarily need to hire a CalGreen Consultant to complete the CalGreen Checklist. Most project architects can fill out the CalGreen Checklist. You will, however, need to hire a CalGreen Special Inspector to sign your CalGreen Checklist and to perform the field verification.

However, simply getting the CalGreen Checklist “approved” by the building department may not be in the best interest of the project. It is very easy to get approved by checking every box that appears applicable on the checklist. However, in doing so you may have committed the project to greater construction costs, and design team effort, than is required.

One of the greatest challenges of the CalGreen Code is the lack of historical interpretations by the authorities having jurisdiction. Since the code is relatively new, there are few generally accepted interpretations. Engaging a CalGreen Consultant at the beginning of your project ensures the Checklist is done right and limits the amount of compliance requirements your project will be burdened with.


The CalGreen Special Inspector

The CalGreen Checklist must be signed by the project’s CalGreen Special Inspector. In addition, you must have a CalGreen Special Inspector sign the CalGreen Implementation Verification form that is required before a Certificate of Occupancy can be issued by the building department.

The CalGreen Special Inspector reviews the checklist prior to permit submittal to ensure all applicable items are included and then signs the permit application. This signature is required at permit intake.

At the end of construction, the special inspector must field-verify that all CalGreen measures have been installed and documented before he signs the Implementation Verification form.

Engaging a CalGreen Consultant who is also a CalGreen Special Inspector will ensure a smooth permitting process and reduce the possibility of expensive change orders at the end of your project.
